With the arrival of the science and technology information age, the main work of the party and the government under the new historical condition, is not only the rapid economic development, and pay more attention to realizing the equalization of basic public services. It is thoroughly implement the scientific outlook on development, a major strategic task of building a well-off society. As an important part of basic public service, education has an important role in pushing the development of productive forces and social stability. The state has adopted a series of policies, laws and regulations, norms to promote the healthy development of the cause of education. However, long-term since, due to the factors of China’s education system and the urban and rural two yuan in economic structure, educational resources are more inclined to city, the lack of government adequate financial support, so the development is hindered, the city and countryside compulsory education gap is further widening, which not only affect the development of rural compulsory education, at the same time also hindered the construction of urban-rural integration in our country and harmonious society.The first public service of compulsory education and related concepts are defined, and a summary of the equalization of public services of rural compulsory education and theoretical basis, and make clear the duty of educational public products attribute. Through empirical analysis and normative analysis, analysis of China’s rural compulsory education policy and the evolvement of rural compulsory education present situation, the cost of education input, teachers’ salary and management were summarized, based on this again reveals the stage of compulsory education in rural areas in shortage cost, infrastructure backward, weak teachers strength several main problems. Through the comparative research method and quantitative analysis method, from the input of funds, school conditions, teacher force analysis of the urban and rural compulsory education the difference of existence. After that, analysis abroad to promote urban and rural compulsory education equalization policies and practices, combined with the actual situation in China, such as the development of compulsory education in the relevant laws and regulations, a clear division of responsibilities of compulsory education in rural areas, rural compulsory education funds sufficient enlightenment. Finally, in view of our country urban and rural compulsory education policy problems, put forward to promote the development of rural compulsory education countermeasures, including improving the compulsory education law system, strengthen law enforcement and supervision mechanism, speeding up the process of integration of urban and rural, to realize the balanced development of compulsory education; compulsory education finance system reform further, increasing the funds investment of rural compulsory education, realize the education funds diversified raising, to strengthen rural teachers team construction.The equalization of public services is the hot spot of the government and experts to discuss the rural compulsory education, as a part of the public service which can promote rural personnel training and development, to study the issue of rural compulsory education to the equalization of public services perspective, compulsory education between county and township analysis between urban and rural areas, between different regions and not equal the problems, and put forward feasible suggestions to realize the balanced development of compulsory education in urban and rural areas gradually, also make the research conclusion more scientific, effective, operability.
