Study On The COSO Framework Of Internal Control System Of Universities

With the rapid development of the universities in our country, the diversifiedtendency of income and expenditure of the universities is more and more obvious.Meanwhile, the difficulty and complexity of internal management of financial affairs,property, logistics, infrastructure and other economic activities is increasing. How tostrengthen the management, especially internal control of this kind of economicactivities, while effectively administrate teaching and researching, has become theprimary problem to promote a rapid and sound development of the universities in ourcountry. Since the internal control theory and practice were introduced into ourcountry in last century, were have been accepted by a lot of enterprises.Nevertheless,the internal control theory, especially the COSO theory, which withtheoretical and practical significance, has not been promoted and applied wildly in ouruniversities. In this dissertation, the subject is focused on several key issues of theinternal control of our universities, and the analysis is based on the COSO theory.This dissertation has been divided into five chapters. The first chapter poses theinnovative points, the research approach and the general framework of thisdissertation, which based on the presentation of the research background and currentsituation of the internal control theory. The second chapter gives a detail elaborationof the related theory of internal control; some matured theories in the relevant fieldhave been used as support. The third chapter is the main part of the wholedissertation,that contains the simple analysis of the present research situation andcharacteristics of the internal control of the universities in our country, and contrastour current situation with that of the overseas universities. The fourth chapter putforward the design ideas of the framework of our own internal control system, basedon the theory of system theories and cybernetics. The last chapter propose a specificprogram and implement design of the university internal control system, that aimed atpromote the construction of the internal control system in our universities.The innovation of this dissertation is: the analysis takes the internal control frameof universities as the objective, and put it into a specific circumstance. Based on that,the author uses the successful experience of foreign countries with COSO generalframework as the reference, attempts to proposing a complete idea and program toimprove and strength the internal control system of our universities. Meanwhile, this dissertation applies the general frame of COSO internal control theory to design thekey projects of our internal control system, and put forward a innovative performanceevaluation of the effects of the internal control theory.
