Higher education has currently transferred its focus from the expansion of scale to theimprovement of quality and connotation, which needs each part of higher education to make ascientific answer on the basis of serious reflection, and so does physical education. What kindof value guidance should be established in physical education in the new historical period?How to do better higher physical education and what are the problems existing in physicaleducation? How to develop healthy and sustainable physical education in college?These questions requires scientific and reasonable answers from related institutions andteachers majoring in higher physical education. It is generally believed that educationalassessment is essential if we want to make people satisfied with higher physical education.Scientific and regular educational assessment in accordance with the time can not onlyeatablish clear direction and cause scientific teaching but can also cause the continuousoptimization of higher physical education and improve the quality of education.However, building a scientific and reasonable evaluation index system in accordancewith today’s college physical education is essential for the administrative department ofeducation. At the same time, clear and operable index system of college physical education isneeded as standard. Based on the reference above, this study choose Jiangsu province as anexample which is committed to modernization of physical education,and combines thepractice and the modern assessment theory of higher physical education. Meanwhile, wereferred mature practice at home and abroad to build evaluation index system of higherphysical education for Jiangsu province in order to provide a reference for China’s physicaleducation especially for provincial college assessment.This study is based on contemporary pedagogy and physical education theory and adoptsvarious methods such as the use of literature, comparative study, Delphi and expert interviews.The usage of combination of history and comparation, qualitative and quantitative researchideas helps us look into college physical education theory and historical status morecomprehensively, systematically and thoroughly. Then we could complete the construction ofthe higher physical education evaluation index system. The paper consists of four parts asfollows:Chapter1, Introduction. This part is mainly about related important concepts,background of the study, significance of the topic, completed research and methods.Chapter2, The history and experience of higher physical education assessment. From alongitudinal perspective, we combed the historical development of college physicalassessment since the founding of PRC so as to be clear of various situations of collegephysical assessment in different historical periods. We got the intrinsic characteristics anddevelopment logic of the assessment. From a horizontal perspective, a comparative analysisof college physical education assessment in different provinces provides an importantreference for the construction of evaluation system in this paper.Chapter3, This chapter starts a research on the work value orientation, construction gist,principles and concepts mode of evaluation index system. We pointed out that the assessmentof physical education must have a scientific value orientation: give consideration to both external and internal quality, emphasis on connotation construction; Overall based index anddevelopment index as a whole, pay attention to the development orientation; Integratephenomenon description and attribution analysis, firm basis in reality. Must follow threereality basis: according to the objective law of development of college physical educationitself; According to the national laws, regulations and policy documents; On the basis ofassessment main body need of reality. Must reflect six fundamental principles: scientificnature, guidance, systematic and operability, consistency, independence. As for the concept ofevaluation index system model, this chapter puts forward the university sports workassessment "system mode", that is, from background,input, process and output to establish theevaluation index system of college physical education.Chapter4, The fourth chapter, the construction of evaluation index system of collegephysical education in Jiangsu province. This chapter is the core part of this study. Based onthe analysis of basic theory,the longitudinal and transverse comparison, through the Delphimethod, expert interview method of implementation, built contains eight primary indexes,19secondary indicators and40main observation point as the framework and content of indexsystem, and on the basis of expert argumentation given a weighted score. Level indicator is:the mission and goals (15.36%), management (8.29%), the basic allocation of resources(16.67%), curriculum and teaching (17.57%), extracurricular sports (15.64%), physical fitnesstest (4.86%) and teaching effect (15.03%), and scientific research (6.58%); Secondaryindicators are: school sports mission (7.33%), goal (8.03%), the school organization (2.48%),school management system and mechanism (2.75%), sports organization and management(2.70%), faculty (6.79%), teaching condition (9.88%), effective teaching(11.89%), courseconstruction and teaching reform (5.68%), group activities (9.34%), training andcompetition(3.92%), sports association construction (2.38%), test conditions(2.43%), testmanagement (2.43%), motor skill learning (2.66%), physical fitness test scores (4.99%),students’ awareness of sports (7.38%), sports research (4.48%), achievement award (2.10%).For each secondary index decomposition,40main observation point are obtained.
