In order to implement the strategic decision of the Communist Party of China’swestern development, enhancing the balance of social education and development," theWestern Development Assistance Project" was organized by the Central PropagandaDepartment, the Central Civilization Office and the Ministry of Education, the project’saim is to set up " Hongzhi class "--a new type of class in high school to enroll thestudents form poor family whom are both excellent in character and learning, providingthe equal rights of high-quality education in high school and solving the fundamentalproblem of unequal opportunity of education, for the achievement of reinvigoratingChina through human resource development for the harmonious society.This paper aims at the socialist system, analysis the situation of the experimental"Hongzhi class" in Heilongjiang Provincial Experimental High School, and put in-depththeoretical study in the aspects of development mechanism and reality of the ordinaryhigh school. The paper includes six chapters:The first chapter is the brief introduction, which elaborate the origin theory, ideasand methods, significance, and related concepts and the review of the related researchon “Hongzhi class”. The objective is to solve the problem of the running mode, andprovide reference for educators.The second chapter is to expound the origin of " Hongzhi class ", it mainly includethree reasons below: the supportive national education policy, Sufficient financialsector funding in school funding, and high quality education institution on runningcondition.The third chapter begins with the necessity and possibility of developing the "Hongzhi class " education. In the aspect of necessity, it shows the importance ofpeople‘s will on helping the poor students,and the urgency on how the governmentpromote fair education student through policies.; In the aspect of possibility,well-financial support provides school to running on its natural course, The governmentfunding guarantees the school’s daily spend, and poor students’ recruit make provisionfor school students.The fourth chapter judges from the specific implementation of " Hongzhi class"launched in Heilongjiang Provincial Experimental High School, analyzing the operationsystem from five aspects: enrollment conditions, school management, class size, school, teachers, students’ training results " Hongzhi class".The fifth chapter analyzes the dilemma of running " Hongzhi class " in highschool. The first one," Hongzhi class " is still in exploration stage, the system is lack oftheoretical guidance and the government relevant department’s attention, which causesthe unbalance situation in regional development. The second one is the lack of funds forrunning school and student’s aid. the teacher bear heavy burden both in teaching workand life management of their own. mean well, parents dare to ignoring the standardrecruitment through interpersonal relationship making the situation much complicated.the last one is unsatisfied effect, mainly caused by lack of self-examination andcommunication with students. In short," Hongzhi class " in high school still has a longway to go.The sixth chapter is the key to the paper, the purpose of the study is to providingcountermeasures to construct the healthy, long-term development of "Hongzhi class",according to the analysis above and three aspects: building harmonious environment,improving the mechanism of management standard, and set up perfect securitysystem,we can complete the the construction measures of " Hongzhi class"school-running mechanism.
