Vocational Education is most closely related to markets.Recent years, the party and the state highly highlight the development of them. Rural Vocational Education is related to agriculture, rural areas and farmers. According to the National Bureau of Statistics in2012, currently there are260million migrant workers. Whether it is transferred to the agricultural industry or to the urban employment, farmers must accept a certain amount of skills training and vocational education, vigorously develop rural vocational education is imminent. Regarding of this, the state has also put forward a large number of corresponding policies. However, what is the concrete practice of vocational education in rural areas? What kinds of gaps between the state’s policy and the concrete practice of schools? What are the reasons leading to these gaps?This study selects a rural vocational and technical schools as a case, trying to show its present situation specifically, and dialogue with the national policy design, highlights the distance between the ideal and the reality, then from education and social mobility, education and social structure reproduction theory, analyses the presence of the reasonableness of the interpretation.In this paper, the literature, the fieldwork method and in-depth interviews are main methods. As a case study of vocational and technical schools of Pan county, Guizhou Province, this paper describes the living condition of the school and get those conclusions:countries, school leaders, teachers, students and their parents are four different stakeholders, they make the survival of the state of the school complex and numerous difficulties. Specifically, The school is mainly deviated from the agricultural and is closely linked with the market, stress students to continue their education; The plight of students, lack of teachers and their overall quality is not high, emphasize further education or employment, those are major obstacles on the road to the school development; Local economic and social structures lead to the root cause of the plight of school development, the concept of local life which adapts economic and social structures is the plight booster of the development of the school. Extending Panxian vocational and technical schools development difficulties to a broader space and time, this paper argues that the reason why rural vocational education policies to promote the rapid development of them is mainly because macro-policy expectations and supporting educational facilities can not meet the farmers to change his or her identity or to achieve upward mobility. In order to change the plight of rural vocational education development, supporting policies and services need national and local vocational schools to enhance their own internal strength is the key.Around the plight of the development of vocational education in rural areas, the research analyses a vivid case of the the predicament of Panxian vocational and technical schools. The first chapter is the introduction, introduces the background and reason, significance, literature review, the definition and research object selection, research methodology and framework. The second chapter is a brief introduction on the the Panxian vocational and technical schools where the county economic and social education in general, focusing on the status of the vocational and technical schools in Panxian. The three chapter, respectively, from the perspective of the four categories of stakeholders of the country, school leaders, teachers, students and their parents, three-dimensional presentation the Panxian the status quot of the vocational and technical schools, projecting the inevitability of its development dilemma. The fourth chapter is a summary of the plight of the development of vocational and technical schools in Panxian, and at the same time expand their plight cause analysis. The last chapter is a summary and reflection part, from the plight of vocational education in Panxian expand further analysis of the deep-seated reasons caused by the plight of the development of vocational education in rural areas, and try to give the corresponding thinking and opinions on how to get out of such a predicament.
