With the coming of knowledge economy, as an investment in human capital training is a kind of important means more and more get the attention of people. Good training will play a very important role on improve the overall quality of the staff, improve business performance and comprehensive strength. Therefore, many companies will be paying a big budget in staff training. The effect evaluation of the training as part of the training is an important link, is the key to the success of the decision training. Training effect how, the time, money, whether the corresponding return? It is the most concerned problems, as a training institution, only firmly grasp the training effectiveness evaluation, let enterprise and customers to see the training effect is expected,so that enterprises can be assured for the respective staff training. Therefore, constructing a suitable for China’s national training institutions and training effect evaluation system becomes very important.This paper chooses APM training institutions--a professional hospital management training institutions,as the research object,through comparative analysis and deductive research method to discuss. The first training institutions training evaluation theory and methods are discussed to lay the theoretical basis for this article; and then through the analysis of our country training institutions, training effectiveness evaluation of training effectiveness evaluation system to build. This paper discusses the training effect evaluation system through the analysis and comparison,to Patrick’s four level model and CIRO model to construct a new evaluation model,A new training effect evaluation system also decided our country public sector training effect evaluation of subject and content,construct the training effect evaluation index system and process. In the training effect evaluation index system construction process,using the evaluation index before training, training evaluation and training evaluation index as the frame. In the design of performance evaluation in the process,combining the training organization characteristics and draw on the enterprise training institutions need experience. In the analysis of APM training institutions, training effectiveness evaluation is insufficient at the same time, put forward to apply to APM of training institutions and training effect evaluation scheme design, on the APM of training institutions and training effect evaluation work improvement effect, make training institutions under limited conditions, improve the training evaluation, providing customers with the most appropriate training and assessment services.
