There are many studies on rural migrant workers’(RMW) issues both in urban planning field and sociological field in recent years. The studies of RMW in urban planning field often focus on the spatial and physical aspects and difficult to incorporate with the sociality of the RMW groups; on the contrary, the studies in sociological field are difficult to incorporate the spatial practice importance of RMW with its sociality. Thus, the integrated research of RMW groups both on spatial level and sociological is relatively scarce. This paper put "the integration of RMW into a city" as its core, and establishes the "Social Capital-Institution-Space" description and research framework. The paper takes "Social Capital" as the theoretical tool to conduct research, to deliberate the significance of Social Capital to RMW when integrating into cities in the urbanization process. Furthermore, the paper put forward the Justice issues of Urban Planning as a public administration tool based on the impact on the urbanization process of RMW caused by urban planning administration through its spatial influence.Based on the characters of proposed RMW groups, this paper brings forward the definition of social capita:social capital is the social network consists of resources and information that individuals can achieve from other individuals, organization, regulations, and institutions. Social capital is productive, and is the foundation of RMW integrating into the city. This study based on the process of RMW moving into a city, takes living, employment and public services as three main elements to study.Large-scale urban village renovation and urban renewal activities make the RMW losing stable living places that are conducive to the growth of social capital and urban inclusion, the spatial differentiation of living space further negatively impact on the social capital cultivation and urban inclusion. Practices on mixed housing, social integration is still in the preliminary exploration stage, public regulation function of urban planning has yet to be fully exerted. RMW is at a marginal position both in urban living space and the social structure.Most of the RMW are employed in the informal economy, it’s in the "crack" between the "formalization" that pursuit by urban planning and the informal employment characteristics, and it is very unstable employment space. Places like traditional merchandise trade market and street vendors that are conducive to foster social capital of RMW are struggling under the strict control of urban planning. Public services play an important role for RMW to raise their human capital, to foster social capital, and to be integrated into cities. Urban planning administration is a spatial allocation policy tools for public service resources, its technical standards and norms neglect the RMW groups. RMW are difficult to enjoy public services under the social and institutional exclusion.The spatial layout of urban public service facilities is contradicted to the spatial distribution of RMW. Children of the RMW is difficult to enter public schools while many private schools were forced to clamp down by urban planning administration, the generation optimization of RMW’s human capital and social capital is difficult to achieve, and it will also be a long time for the urban inclusion of the RMW.
