Chinese-foreign cooperation in running schools began in the1980s, early90s. The (?)istory can be traced back to Sino-US Economics and Legal training course which held by (?)eople’s University and Fudan University, and MBA project which held by Tianjin University)f Finance and Economics and the Oklahoma University. The cooperation in running schools was just at the stage of exploration at that time. Later, as the growing of the projects and the organizations, our country has released some relevant policies, such as "Regulations of the people’s Republic of China on Chinese-foreign cooperation in running schools" on March1st,2003and "Measures for the implementation of the regulation of the people’s Republic of China on Chinese-foreign cooperation in running schools" on June2nd,2004.With the appearing of relevant public policy, it promoted the country’s Chinese-foreign cooperation in running schools further, and caused the corresponding development of education institutions and projects, which had a profound influence for internationalization of China’s higher education and the international talent training for socialist construction. However, many problems appeared in the concrete implementation process of Chinese-foreign cooperation in running schools, such as, the policy content uncertainty, cooperation blindly without supporting for the policy, shortage of policy enforcement, illegal running still be, lack of supervision for policy implementation, actual deviation to the value orientation of education policy.In order to better study the above policy issues, the author uses the literature method, questionnaire method and case comparison method, interview method, through on the research of the Chinese-foreign cooperation in running schools about origin, development process and current status, firstly summarizes the four stages of the cooperation in running schools, the fledgling stage, stage of development, adjustment and specification phase. At the same time, the organic combination of the educational process and policy, deeply analyzes the policy background and deficiencies in reality, main performance in the policy of changing environmental conditions, including political, economic, social cultural and international environment. In addition, the governments’ different identities conflict, the interest conflict between the local and central government, and too much government intervention on the affairs of Colleges and Universities, disorder and blindly between Universities, the weak position of students and their parents, all of these are the root cause of the policy problem of running. Through research, on the policy revolution ideas and direction of running, the author put forward perfect measures from five aspects,13items are. First of all, as the main body of the policy, the government recognize their own role and pay attention to play the role of macroeconomic regulation, handle the relationship between government and Universities, the same time, need to conduct cooperation in different level in running schools. The first is on different University level, to give attention to key Universities needing to develop cooperation in running schools on basic field. The second is combined with the difference of regional economy, to achieve the reasonable distribution on professional cooperation. The third is to intensify their efforts to give priority to the Midwest in China, to promote the coordinated development. The fourth is a prominent example cooperatively-run school with the project role, playing the demonstration effect. Moreover, also improve the level of information of cooperation in running schools, paying special attention to the existing regulation and certification for the construction of the two platforms, and the same to expand the application platform, improving and perfecting the information release system. Finally, exploring and perfecting the supervision and evaluation mechanism, implement the cooperation in running schools of assessment and punishment mechanism, strengthen the media surveillance, to a three-dimensional integration state, including network, newspaper, radio and other supervision pattern, establishing association evaluation system and play the role of the independent third-party. Taking the policy as the break point, through continuous development and perfect, the purpose of the Chinese-foreign cooperation in running schools can be achievable.
