It is the success of education that determines China’s future. In bothregular universities and continuing education institutions, the quality ofeducation relies on the quality of their teachers. With the current survivingpressure in the highly competing continuing education system, any institutionthat aspires to fulfill its responsibility and achieve further improvement mustdevelop a highly competitive team of teachers. To nurture a high quality team ofteachers, a well-designed performance appraisal is one basic prerequisite, whichmust be based on the mission of the school and the characters of teachers’responsibilities. Using a systemic process and scientific methodology, thedesigner should collect relevant evaluating information to assess teacher’sindividual performance, so as to improve the teaching effectiveness and thedevelopment of continuing education system as a whole. Therefore, exploring areasonable performance appraisal system that conforms to the norm ofcontinuing education is of extraordinary importance to both intuitions’development and teachers’ self-growth. Currently, while many institutions are aware of the importance of performance evaluation, and have achieved someprogress and accumulated some experienced, there is still much room for furtherdevelopment due to the uniqueness, independence and complexity of thecontinuing education system. For example, the evaluation criteria were notwell-designed, the weights of some item were not sound, the assessment systemsemphasized punishment while overlooked development. Thus, it is of essence todesign an effective and scientific teachers’ performance evaluation system thatcan support the improvement of higher education and management of humancapital, satisfying teachers themselves in the same while.With a thorough and extensive review of literature, comparing domestic&foreign teachers’ performance evaluation systems, and considering the specificcondition of author’s own intuition, this paper systemically discusses continuingeducation institutes’ performance assessment system, and proposes ideas andsuggestions on how to design a sound and scientific one.
