| The technological innovation is the strategic support to improve the social productiveforces and overall national strength, our country have been advocated putting thetechnological innovation in the core of national development, and as the gathering place ofthe important engine of the knowledge innovation, technology innovation and abilityinnovation and high-level innovation talents, the college and universities have become animportant part of national sci-tech innovation. Its abundant human resources andincomparable technical resources and information resources advantage can make a greatcontribution to the development and progress of society. But currently, there exists anphenomenon which conclude---too much invest of scientific research funds, lessachievements which pass appraisal, low transformation rate of sci-tech, and poor benefit ofsocial and market in the process of our countries’ sci-tech achievements transformation, thetransformation of which needs the investors have not only the high capital investment, butalso the high ability to take risks. So it become the focus of present study for investors whichtake enterprise as the principal thing which conclude how to collect the right sci-techachievement that needed urgently by the enterprise and suit the actual situation of theenterprise, and gain more profit with fewer risks. And its even deeper and substantial researchlies in the lack of investment risk analysis and scientific evaluation method and system ofuniversities’ sci-tech transformation project.Firstly, this thesis introduces the background and significance of the topic, research statusat home and abroad, the content and purpose of the research. Secondly, illustrates the relatedconcepts of the investment risk evaluation of the sci-tech achievements’ transformationproject in universities, analysis and summarizes the content of it and the main influencefactors of this investment, then expounds the commonly used method of the investment riskanalysis and the interval intuitionistic fuzzy set theory. Thirdly, discusses and analyzes theinvestment risk factors of the universities’ sci-tech achievements transformation project indetail, then screen and summarize them, and the risk evaluation index system is constructed. And then studies the investment risk evaluation of the sci-tech achievements’ transformationproject in universities, determine the indexes’ weights using the maximum deviation methodbased on interval valued intuitionistic fuzzy set theory, and constructs the risk evaluationsystem of the interval valued intuitionistic fuzzy set theory based on the IIFWA operator.Finally, an instance of its feasibility is analyzed.Take the universities’ sci-tech achievements transformation investment as the researchsubjects, this paper introduces the risk analysis into the universities’ sci-tech achievementstransformation investment system with the problems such as low efficiency of sci-techachievements transformation in universities, and the hard selection of the investment projectfrom enterprise. The risk evaluation index system is constructed, and then carry out the riskevaluation using the method of the interval valued intuitionistic fuzzy set theory based on theIIFWA operator, which in order to provide theoretical reliance of enterprise’s decision. |
