In2004, the Ministry of Education introduced the "Master ofeducation in rural schools Teachers Training Program (referred to as “Master Teacherplan”) to train the backbone of teachers with a Master of Education Degree, towns andrural schools to improve the education level and overall quality of rural teachers. In2006, the central government issued the "Notice on the implementation of ruralcompulsory education school teachers in special post planned"(referred to as “SpecialPost Plan”), complementary mechanisms to innovative teachers in rural schools, ruralschools selection and training a group of backbone teachers.
