Zhuzhou Vocational Education City Financing Mode Study

Our country to vigorously develop vocational education, the environment and local economic development to the needs of the professional personnel to the birth of Vocational Education City. Vocational Education City is a higher vocational education for the significant characteristics of the city, as a newly emerging things, there is no mature management mechanisms and modalities available, many of the law have yet to explore. Zhuzhou Vocational Education City as a demonstration project of Changsha, Zhuzhou and Xiangtan in Hunan Province "Two-Oriented Society" test area is one of Zhuzhou City, accelerate the construction of ten major projects and four "Billions" project. Since the project started in2009, the progress of the project so far has not achieved the desired objectives. financing has been the key issues of project construction. Looking at the domestic university town (including vocational education city and science park), the financing mode is not appropriate and the great financial risks and even into the phenomenon of a few financial difficulties or project halfway stranded.This paper studies the problem of building capital chain of Zhuzhou Vocational Education City, the survey of Zhuzhou Vocational Education City project financing status, analysis of the problems it faces, the Zhuzhou Vocational Education city financing model as a starting point, to find a solution for the existing.On the basis of comparative analysis and field survey by investment entities, existing financing experience to learn from University City at home and abroad, in theoretical support of the tripartite participation theory, the financial predicament theory and the capital structure theory, to find new financing mode suitable for the construction and management of the Zhuzhou Vocational Education City.The author thinks Zhuzhou vocational education, the planning investment of10billion yuan project, relying solely on the financial resources of the local government is unable to accomplish, and can draw on the experience of the use of domestic and foreign large-scale infrastructure construction financing mode and other university city financing experience, so introduce market mechanism, government, school and social participate in it, flexible use of carbon finance, BT financing, BOT financing, equity financing and debt financing and others suitable for the Zhuzhou vocational education city.
