Implementation of enrollment expansion in colleges and universities, transition of higher education from elite mode to public mode, rapid scale expansion of colleges and universities, urgent need for schoolhouse for education and work in colleges and universities, all these problems are to be solved. The infrastructures in colleges and universities are essential for the expansion and development of higher education:they support the education, research and personnel training, and guarantee the normal life, work and study for the staff and students. At present, there are problems such as unscientific management, poor supervision, extravagance and waste in the infrastructure investment to colleges and universities. To research the investment efficiency of infrastructures and its influencing factors is of great both theoretical and practical significance to the rational use of resources and improvement of investment efficiency in the infrastructures of colleges and universities.Based on public finance theory, new public management theory and efficiency theory, and on the analysis of the status of infrastructures investment on colleges and universities in our country, the paper puts forwards the empirical study of the investment efficiency of infrastructures and its influencing factors in colleges and universities between2004and2009within30provinces in our country by application the DEA-Tobit two-phrase analytical framework.During the first phrase, firstly the input and output index system for the calculation of investment efficiency of infrastructures in our colleges and universities is constructed, then the overall investment efficiency of infrastructures in our colleges and universities between2004and2009is calculated by using DEA, and the provincial input redundancy and output deficiency is analyzed, at last the Malmquist productivity index for investment on infrastructures in our colleges and universities between2004and2009is calculated with Malmquist-DEA mode; During the second phrase, the influencing factors on investment efficiency of infrastructures in our colleges and universities between2004and2009are empirically analyzed with Tobit random effect panel data model. In addition, according to the status of infrastructures investment on colleges and universities and its influencing factors in our country, relevant policy recommendations are made. The main conclusions of this paper are as follows: (1) The efficiency of investment on infrastructures in our colleges and universities is generally low, with serious problem of input redundancy and output deficiency, and there are significant differences in the efficiency of investment among provinces, with efficiency in western region higher than that in eastern and middle regions. The Malmquist productivity index for investment on infrastructures in our colleges and universities keeps growing, but it is mostly due to the contribution of technological progress with relocation of production frontier caused by using innovation and new technologies, while the changes in technical efficiency is going backwards, which fully proves the serious inefficiency in investment on infrastructures in our colleges and universities.(2) The empirical analysis shows that the factor of geographical location cannot well explain the differences among the investment efficiency of infrastructures in our colleges and universities. GDP per capita, the infrastructure budget on per student in colleges and universities by government policy and soft budget constraints have a significant negative impact on investment efficiency of infrastructures in colleges and universities; the expenditure structure of colleges and universities with the proportion that personal spending accounts in public expenditure has a significant positive impact on investment efficiency of infrastructures in colleges and universities.
