Training programs include the following four processes:needs analysis, design and development, delivery and effectiveness evaluation. In the four processes, effectiveness evaluation is a key link to regulate the training process and improve the training quality and effectiveness. Research on training effectiveness evaluation has been existing for decades. Nowadays, research and application on training evaluation are being paid more attention because training is playing a more important role in the development of modern enterprise. Training evaluation is becoming a way to develop human resource. State Grid Advanced Training Center(SGATC), just as the other similar state-owned enterprises training organisations, however, lack of strong support of ideas and methods in scientific management because of certain reasons. As a result, research on training evaluation is on the surface and cannot meet the imperative needs of the human resource development of modern enterprises.In fact, the effectiveness evaluation is the most important part of training process, the shortage of a set of scientific and effective index system is the choke point which restricts the research and work on training evaluation in SGATC and the other similar state-owned enterprises. Based on the training evaluation theory abroad and the work condition of training evaluation in the SGATC, a training effectiveness evaluation index system model is designed in the present thesis meanwhile the evaluation criteria on the senior manager training program in SGATC are established on the two levels, training performance and work performance through questionnaire and expert survey. The Likert Scale is applied in this thesis so that it is easier to measure the evaluation results and to determine the standard levels. Finally the index system model designed in this thesis can provide some insightful ideas and methods for the theory and practice on training evaluation in SGATC and other similar state-owned enterprises.
