Democracy is the goal that the human society civilization relentless pursuit for thousands of years. The democratic management reflects the inevitable requirement of the properties of democracy.The democratic management at the university produced and developed with the produce and develop of university,It is the internal demand needed by the mission of the modern university. The development of democratic management is not only a common need of school management and academic development.,but also the inevitable choice of Various configurations of power within the university. Democratic management is an integral part of the modern university management,is also a very important part of the construction of modern university system.The aim of this study is to get a clearly recognizition of the position and function of the democratic management in the internal governance structure in colleges and universities run in modern university system through a systematic comprehensive analysis.To provide certain theoretical thinkings about promote the healthy development of college democratic management by discussing the main factors affecting college democratic management,.Then explore the origin,comb the development and make clear the property and characteristics of the college democratic management,to provide enlightenment and reference of the theoretical studies on college democratic management. Research the origin and development of college democratic management Through case study, sum up experiences about the development of the college democratic management,to provide some reference about the implement of democratic management in colleges and universities. The fourth part of the article sets Oxford University as a case to analyzes the development of democratic management in the western universities. The fifth part respectively set Peking University in the period of the republic of China and the southwest united university during the Anti-Japanese War as the main research objects, discusses the development of national college democratic management in detail. And the last part of the paper is several enlightenment based on the research.
