This thesis mainly studies the Common Reference Scale of Information Transferring Ability for National Matriculation English Examination (NMEE). At present, NMEE in our country implements the item-writing autonomy and autonomous recruiting policy. Examination contents and modes vary in different regions and schools. Test scores and the language ability level are also not consistency. At the same time,"Exam Instruction" as the examination standard shows unknown construct definition, unclear classification and poor operation. In order to clarify the examination contents and objectives of question types and all the items, the evaluation level index for NMEE is proposed by Deng Jie(2012). The evaluation level index is divided into two categories:the examination contents and examination objectives, and the examination objectives are divided into language use ability, language comprehension and language expression. The information transferring ability is an important part of language expression ability, including the simple transfer and the complex transfer, which occupies an important proportion in NMEE. Therefore, to build a common reference scale of Information Transferring Ability is the common trend for current study, language teaching and evaluation, and it is also an urgent need for the field of education in our country, in order to promote the mutual exchange in different area’s colleges and universities, and to improve the consistency of item-writing autonomy and autonomous recruiting examination. This thesis is based on the theory of Discourse Information Cognitive Processing Ability and Communicative Language Ability(CLA) to collect and write the relative "Can do" statements of information transferring ability. It tries to answer the following two questions:(1) how many parameters does the information transferring ability have?(2) From what dimensionality to describe information transferring ability? In this study, we have testified the validity of the "Can do" statements through Raters’Consistency, and take200senior three students as the objects of study. The data is collected through questionnaire survey, then analyses these collected data by Factor Analysis with the software SPSS19.0.The research finds that the Information Transferring Ability includes22parameters and three common factors. The three common factors are those:"transfer of part of speech","transfer of verb tense" and "transfer of word type". The statements gathered under Factor Two used to describe and evaluate the examinees’information transferring ability has small difference. Although the description and evaluation to information transferring ability level judged by Factor Two has certain difference, the transfer of part of speech and word type are also the important indexes to measure the information transferring ability level. At the same time, because transfer of word type includes transfer of part of speech, so Factor One and Factor Two can be combined one,"transfer of word type"Because the time and energy are limited and the data cannot be exhausted as many other empirical study, in addition, the research objects are only200students, the sample sizes are limited, so the conclusion has certain limitations.
