Local comprehensive university is an important part of higher education. As the rise of college system in thel980s and the implementation of merging universities and the expansion policy inl990s, professional secondary-grade school settings have become an important research of the paper.Based on the data of Wu Shulian’s Chinese university rankings in2013, this paper sticks to the theme of the local comprehensive university and chooses the sample of the top500comprehensive universities except985,211engineering universities and the universities have a doctorate authorization.This paper divides the selected25local comprehensive universities into two parts and takes Jishou University as an example in order to gain a fuller understanding of the current situation of the professional secondary-grade school settings. Through the detailed analysis,this paper accounts on four problems from the professional secondary-grade schools of local comprehensive universities, that is, the subject categories of professional secondary-grade school settings; the gist of professional secondary-grade school settings from name and major;the organizations of professional secondary-grade school;the specialty group of professional secondary-grade school. This article takes Jishou University as a case study. In order to have a more intuitive understanding of the current situation of the professional secondary-grade school of Jishou University, I make a comparison between its professional secondary-grade school on four aspects of settings and24local comprehensive universities. Through the analysis of these I hope to find the general phenomenonand law from the sample.Based on the detailed investigation of the settings of professional secondary school in local comprehensive university, the article puts forward four problems, that is, too many colleges; the vague standard of college settings; College named audio; the casualness of colleges’names; great difference of speciality groups. Based on comprehensive analysis of the four problems, we find four main reasons, that is, classification of objects; the administrativization and bureaucratization of education in universities; lack of the policy and theory guidance; and the historic evolution of our universities, etc. Finally, on the basis of relevant research, this article put forward several suggestions about the settings of professional secondary-grade in local comprehensive university.I expect that it is helpful to normalization of professional secondary-grade school in local comprehensive universities. I focus on the main two aspects. On one hand, the settings of the professional secondary-grade school in local comprehensive university should follow five basic principles:active adaptation, appropriate advance;sticking to subject advantages, rational adjustment;sharing resources, increase prof its; stressing the key point, creeping before you walking;respecting history, organization criterion;on the other hand, it should optimize the settings of the professional secondary-grade school from micro view and macro view.
