| When the men realized that the university, which is the palace of knowledge, canhelp them to explore the ideal of life and to fulfill the value of life, higher educationgradually shifts from elite education to mass education. The development of collegesand universities is now facing with the severe problem of shortage of funds which isthreatening the survival of colleges and universities. The development of universityeducation depending on government funding alone to living is no longer practical.Colleges and universities must take the initiative to enhance the capability ofself-financing.In recent years, the exploration in university education financing has become anissue which is paid attention to by the world. After summarizing the scholars’ researchin university education financing, and public goods theory, theory of educationcost-sharing and human capital theory being the theoretical basis, it is feasible thatfinancing education colleges should take a variety of sources of financing. Then itintroduces the current situation of university education financing from reality, whichincludes the main sources of funding for higher education. Comparing the resulting dataof various financing channels for funding in universities from2007to2011and thefunding situation of some foreign universities, it respectively pointes out our country’sproblems in university education financing from three aspects, which are countries’ lawsand regulations, universities’ internal system and communities. The problems are thesmall amount of government funding increasing space, tuition and fees are charged atthe imperfect standard, lack of community donations atmosphere and so on. At last, itputs forward a number of strategies to solve these issues, such as the government canoptimize the fiscal expenditure structure, government can increase the discount rate inpolicies to encourage individuals and companies to donate money and materials;universities create professional financing systems and so on. |
