Since August,2011, thirty-nine "985" universities gradually published their own undergraduate teaching quality reports, according to the requirement of the education ministry. This article based on the2010and2011annual report of the "985" universities as a sample for text analysis. On the basis of these teaching quality advisory, firstly, this article states the significance about "establish the quality of higher school annual report release system"; Secondly, analyse the characteristics, existing problems and reasons of these thirty-nine "985" universities’undergraduate education quality advisory. An analysis of the undergraduate teaching quality reports of "985" universities shows that the reports are different in length and format but quite similar in content. In principle, the reports have a tendency of self-praise and usually avoid mentioning problems, thus lacking objectivity. The teaching quality has not been analyzed completely and usually the problems are usually played down, with the important avoided and the trivial dwelled on. Only a few reports have mentioned future plans and objectives and even if they have, the language used is so unclear and imprecise that it is difficult for them to be evaluated. And some have not fully revealed the whole picture of the teaching quality as required.In the end of this article, compared University of California2012Accountability Report with the Annual Report of Undergraduate Teaching Quality of "985" Universities, put forward several suggestions on "how to consummate the release system of high school’s annual quality advisory". Such as the Ministry of Education should make more scientific, definite and specific requirements for the establishment of an issuing system for the annual report of teaching quality, colleges and universities should make efforts to improve their teaching quality and quality management and study their reports carefully, and that all walks of life should be encouraged to participate in, support and supervise undergraduate teaching.
