After Outline of China Education Reform and Development Program and State Educational Reform and Development Plans for Medium and Long-Term Programs (2010to2020) had encouraged schools to be characteristic, Primary and Secondary schools from all over China have been in the characteristic development and had a number of the achievements. Thus, developing characteristic schools has become a hot issue of educational theory and practical. And the research on it never stops.By sorting the previous research, I make a summary of the study state of developing the characteristic schools in this thesis. By using cases’study, I chose three primary schools of the Hexi district of Tianjin. I divide the element of characteristic schools into seven parts, which are characteristic culture, characteristic team, characteristic courses, characteristic teaching, characteristic moral education, characteristic activities, characteristic management. And these eight parts will be described one by one.As to the cases study, I use interviewing method and questionnaire survey to collect all aspects of the material of developing characteristic schools from headmasters, teachers, students, parents and the community. By analyzing data, I make a summary of experience on developing characteristic schools, including the choice of the core meaning of characteristic, ways and processes of developing characteristic schools, developing the culture, developing the courses and the personality of the headmaster. At the same time, there are also some problems, such as misunderstandings on developing the characteristic school, more attention paid to the surface of developing the characteristic school, weaknesses of building the characteristic courses and teaching, the participant ratio of teachers and students, the recognition percentage of parents, over-pursuing to the News effect and being anxious about the succeed.
