At present, every region all over the country is vigorously promoting energy-savingdispatching management with the goal of saving energy and protecting the environmenton the premise of ensuring safe and stable operation of power system and continuouspower supply. Developing “Dispatching Management System for Local Energy-savingPower Plants”(hereinafter referred to as the “Energy-saving Dispatching ManagementSystem”) that meets relevant requirements of national energy-saving dispatchingmanagement method according to the characteristics of the provincial or local powerdispatching authorities and large-scale power generation groups holds important practicalvalue and good economic and social benefits. Applying this system in provincial or localpower dispatching authorities and large-scale power generation groups can promote theautomation and standardization of energy-efficient dispatching management, furtherenhance work efficiency, and improve the ability to control energy-saving powergeneration dispatching in local power plants.This paper starts with researches and analysis on relevant work of power dispatchingmanagement as well as on the status quo of energy-saving power generation dispatchingmanagement in power plants, elaborating and arguing comprehensively the technologyroadmap, standard framework, development methods and tools for developing the system.The analysis and discussion from the overall functional requirements of the system arefollowed behind, on the basis of which this paper provides overall design and planning onthe system, analyzes the software architecture, application server, database platformsoftware solutions from software engineering, and elaborates the safety design of thesystem. The paper puts forward ideas on the business logic architecture design, functionarchitecture design, business process design, and data model design of the system afterthe above research and analysis. Four modules of the system which are unit commitmentmanagement module, load distribution management module, bus load forecastingmanagement module, real-time decision adjustment management module are realized atthe end of the paper.
