In2003, China’s SARS broke out, let many people losttheir relatives;2004years of Indian tsunami moments that make160000people losttheir lives; At the same time, every day in our side still occur such as traffic accident,first aid and fire and emergency. The public security department as the core of theemergency, can quickly to these events efficiently process is especially important.Therefore, we must establish a set to conform to the actual need of the police statesystem to ensure that the command center for police scheduling and distribution.This dissertation first through the daily happen some emergencies, the police thissituation system in the practical application of the significance of the research at homeand abroad, and introduces the current situation of the development of the system ofpolice situation, for all kinds of system are compared and analyzed.Secondly, in this thesis, the police situation system related WebGIS technology,WebGIS system structure, GPS global positioning technology, machine positioningtechnology and Oracle database technology in detail. At the same time, this articlethrough the practical application environment analysis, the system each function moduleneeds and performance indicators for the details.Again, in this dissertation, the police situation of the whole system structureanalysis, the system design and realize the seven modules, including the police situationgeographic information platform module, set the refresh cycles module, alarm functionmodule, communication module, data query module, police command module and maprelease module. System background database using SQL Server2008realization, frontdesk using Microsoft Visual Studio2008to realize.Finally, in this dissertation, the situation of the system of police seven module offunction test and performance test, test results and test data shows that the design of thesystem has reached the expected functional requirements and performancerequirements.
