On The Chinese Characteristic Public Television’s Construction

With the construction of the Chinese public domain, the innovation of socialmanagement, and the development of China’s TV media, it is inevitable for China tobuild a public television with Chinese characteristics.At present, China has not got absolutely public television. Although we have hadpublic program, also we have promoted the concept of public television and input it topeople’s mind, it is not yet public television. On the contrary, the boundary betweenthe existing public channels and public television is blurring; the misreading of thepublic channel confuses the audiences. We often concerned about literal meaning of"public", thus hindering the correct path of the public television.We should learn the operation of public television from the mode of westerncountries, such as the BBC. It gives us some successful experience, such as thenon-commercialization and its public service. But it is not suitable for China becauseof its independence from the government. Further more, the China Taiwan has begunhis public television practice since the1970s, and he made a great achievement. But ithas the different political and economic social conditions with the mainland. So itsachievements of the public television development can only be a good reference forthe mainland. Last year, Chongqing TV claimed that they will make all thecommercials off the air, and add more news programs, public service advertising andpublic service videos. And it is committed to create the first national public televisionchannel. Chongqing Satellite TV, despite it didn’t acclaim to build public television,but just want to build the first public television channel in our country, and make agood attempt for the building of Chinese characteristics public television, but itover-highlights the red culture, and wipes out the intention of the public television, soits development path is yet to be studied.China is a socialist country. The CPC has the same fundamental interests withChinese people. The media can not be separated from the party and the government.China’s state-owned nature of radio and television can not be changed, which is thelogical starting point of public television, also the unique feature of China’s public TV.In this thesis, we will analyze the Chinese characteristics features, based on thosebasic concepts, such as" public television"," public channel"," Chinese characteristicpublic television" and so on. Also we will choose Chongqing TV as an example togive some suggestions for Chinese characteristic public television. In our opinion, China should increase the state-owned public television system, and make a “twoelement model" of state-owned public television and state-owned commercialtelevision.Compared with the idea of change the public program to public television, thespecific implementation path of “two element model " is to establish the central publicchannel and select the distinctive provincial satellite TV to transit to public television.It is to establish national public television network using the available channelresources, facilities, equipment and human resources. What’s more, it is to remove theentire public program, not allow the provincial satellite television to enter the publicdomain. It is to construct Chinese characteristic public television from thecombination of the transformation provincial satellite TV public channel and CCTVpublic channel.Our television has been to execute industrialization to manage. But public TVshould be non-commercial. So its implementation has certain difficulty. Chinesepublic television should have a gradual reform. And in the process of its construction,it should pay attention to improve the television system, to clear the property rightconcerns, to integrate channel resources, to open up the channels of financing and totrain more talents for public televisions.
