Independent innovation and low carbon production in industry had become the theme ofdevelopment nowadays with industrialization’s and modernization’s acceleration. To realizethe goal of development, we should start in industry involved technology. Programmablecontroller, which is widely used in industry and engineering, is updateable and needed to beupdated due to the high price. At the same time, controller in our country is hold in Japan,USA, and EUROPE, technical barrier is needed to be broke.Network integration technology in all technologies, is the key one to fulfill the lowcarbon goal. The high prize of network controller, on the other hand, is blocking the way to it.This paper has developed a low price network controller aim on these challenges, and makesit acceptable to kinds of networks.First of all, this paper explores the market info of network controller, clear requirementsof building a network controller. After that, explores ways to achieve the requirements,contrast and selected the best one. Then, detailed introduce the way to develop an AVR basednetwork controller, including digital IO system, analog IO system, network expansion cards.And then realize the hardware system of controller by building the PCB. After that, developthe driver and software program of the controller, and adapt Mamdani fuzzy controlarithmetic for the controller. And in the end, prove the effectiveness of this design.Challenges needed to be solved included:1. Requirement analyses;2. Design for thestructure of the controller;3. Cost and performance control for the analog IO system;3. Multinetwork acceptable designed.This paper present the development of the whole system conform to the general processof production development. Stability and reliability of the controller is proved by testing andapplication. Some ideas in this paper are also referable in other development.
