With the development of science and technology, the activities and ability ofscientific research have become the main evaluation guide line in universities, whichmakes scientific research management increasingly important. However, due to thegrowing number of university scientific projects and achievement, scientificinformation management has become increasingly cumbersome, and traditional manualmethod has been unable to meet the needs of research management. Thus, manyuniversity research management departments began to explore the road of themanagement of information technology research projects.This article provides an overview of the main theoretical and technical basis for thedesign and implementation of university research project information system. Learnfrom successful experience and functional requirements, practical system design goalswere put forward. In terms of system users, mainly contains three roles of researchers,research administrators, system administrators, they own privilege according to thefunctional requirements. As to functional modules, the system is divided into four partswhich including project application management subsystem, project processmanagement subsystem, achievement management subsystem and system Adminsubsystem. It realizes the smooth work process about online reporting, approval,research funds management, achievement management, and also realizes themanagement information about the online information collection and statistical analysis.In addition, the author uses case analysis for requirement gathering, and sequence chartfor system logic design.In the technical aspect, ASP.NET technology based on B/S model, Visual Studio2005platform, C#programming language, SQL Server2005database are introduced tothis system. The system gives full play to the advantages of the Internet in the processof information collection, storage, transmission, and allows the user to break throughthe restrictions of time and space to submit of and access to research information.Finally, the test results show that the basic functions of the system have been achieved.
