Since the21st century, economic globalization and advances in technology makeenterprises face more severe market environment, the enterprise had to respond to theneeds of customers quickly in order to win the competition. In such a case, to trainemployees effectly and improve enterprise’s overall strength, we introduce humanresource E-learning, it is beneficial to capture new knowledge timely and quickly, andit makes enterprise learn new skills better. At present, he study of E-learning isconfined to the design of system platform and course design etc, it makes E-learningseparate from human resource, theory separates from practice, and it exists bigproblem in Execute Phase, but also in the implementation of HR e-learningunderstanding is not comprehensive, and there is no complete evaluation system,which makes enterprises to implement HR e-learning was a great difficulty in learning,and in this study, taking advantage of the HR e-learning characteristics, based on theview of information interaction system, is committed to promote the improvement ofthe HR e-learning, enhance the competitiveness of the enterprises, this research hascertain theoretical and practical significance.Second, this study on human resources training theory, learning theory,information interaction principle and system engineering theory as the foundation,through to the domestic and foreign related literature about enterprise E-learning andachievement in theory, summarizing definition about the basic concept of HRE-learning, and through the studies of HR practice of E-learning, with China telecomonline university as a case study, and elaborated the enterprise to introduce HR E-Learning system is feasible and good prospects.Then, based on HR E-Learning prototype and based on the analysis of the keyfactors, according to the characteristics of HR E-learning software technology, thecreation process of HR E-Learning system and the concrete implementation of themanagement are discussed. At the same time, this study also effect on the HR E-learning system construction the evaluation index set, and using the analytic hierarchymethod and fuzzy hierarchy comprehensive evaluation method for HR E-Learningsystem has carried on the qualitative and quantitative evaluation, as a long-termcontinuous improvement with the guidance of HR E-Learning systemimplementation.Finally, in this paper, the research work and achievements are summarized, andput forward the deficiencies and research prospects.
