Contaminated sites of POPs is the major pollution sources of POPs, it really does pose an extraordinary threat to environment and human health. The management, remediation and governance of POPs contaminated sites at present have been one of the main problems that various countries are facing with in the process of eliminating its hazards and performing Stockholm Convention. Compared with developed countries, due to the inadequate laws and regulations and the lack of technology standards on contaminated sites in China, the research of contaminated sites management is still in an infantile stage. We might be confronted with a large amount of complex and diverse data in the process of restoration of contaminated sites, how to realize systematically standardization management of them and help manager to master dynamic information of contaminated sites accurately and timely are particularly important.The paper drawed from the success of the developed nations and regions, through the research of the key links of contaminated sites management, including dynamic application, environmental investigations, hazard rating, screening of priority list, risk assessment, remediation and post-construction monitoring, to propose a program of information management of contaminated sites. Comparing and analyzing development techniques of WebGIS at home and abroad, to proposes and implementation method of WebGIS based on ArcGIS Server in the hope of incorporating WebGIS technology in POPs contaminated sites management.The database and information management system was constructed with the aid of WebGIS technology and database technology, to achieve many functions, such as contaminated sites information collecting and editing, query and statistics, Web Map Service, classification and assessment of sites, filtering National priority List,statistics and analysis of report forms,visual output and system maintenance.The research provide a effective way for management and decision-making of sites, data exchanges and information sharing among environment protection departments at different levels were strengthened,the digitization and networking of sites information in our country are promoted, meanwhile, the research production can provide technology guarantees for Stockholm Convention and environmental regulation.
