In many satellite communication systems, Very Small ApertureTerminal VSAT system becomes an important link in the chain of satellite communicationsindustry due to its advantage of the small size, low cost, large capacity, portability, flexiblenetworking, and can quickly expand, Common VSAT system consists of one or two mainstations, a number of remote sites. In order to ensure the normal working of the entirecommunication system, VSAT system must have a complete network management system toconfigure and manage these sites. In the entire system, if the master is system’s "heart", NMSis the "brain" of the entire system. Both of them are indispensable.This paper starts from the network structure of the VSAT satellite communication system,analysis of the signaling allocation and process handling mechanism deeply. And then designsnetwork management system which is based on a single channel per carrier (SCPC) infrequency division multiple accesses. The system achieves operation, administration andmaintenance to the whole network. The design of the network management system based onIP/UDP protocol, mainly includes site registration, site polling and session managementaffairs.
