In our country, Satellite communications and its application has been in astage of stable development. In many satellite communication systems, Very Small ApertureTerminal VSAT system becomes an important link in the chain of satellite communicationsindustry due to its advantage of the small size, low cost, large capacity, portability, flexiblenetworking, and can quickly expand, Common VSAT system consists of one or two mainstations, a number of remote sites. In order to ensure the normal working of the entirecommunication system, VSAT system must have a complete network management system toconfigure and manage these sites. In the entire system, if the master is system’s "heart", NMSis the "brain" of the entire system. Both of them are indispensable.This paper starts from the network structure of the VSAT satellite communication system,analysis of the signaling allocation and process handling mechanism deeply. And then designsnetwork management system which is based on a single channel per carrier (SCPC) infrequency division multiple accesses. The system achieves operation, administration andmaintenance to the whole network. The design of the network management system based onIP/UDP protocol, mainly includes site registration, site polling and session managementaffairs. The site registration affairs achieve network registration and management of sites(master and remote sites), complete the legitimacy inspection of the site; The polling affairsachieve that the NMS detects of network site; According to the site characteristics (site masteror remote site), designs at least two polling mode; The function of session management is that to establish communication between sites, control the communication quality of service andthe communication demolition, Its main module includes call admission control, on-demandbandwidth allocation and bandwidth adjustment, The paper established three affairs statemachine which are mentioned above, And simulates programming these matters signalingprocesses based on the state machine built for the architecture.
