| As the rapid development of computer technology and networking technology, governments in all countries are working hard to improve the service level by promoting and carrying out e-government. E-government is rich in connotation and always cost a long period of time, but it can construct various subsystem conveniently, avoid repeat working and repeat investment, and improve efficiency. It also make various subsystem communication with each other, which integrate them become an unify, common, open system.Based on the investigation and research, in accordance with demand of Heng Yang city’s e-government, a proper design and application of Heng Yang city’s e-government application platform was proposed. This application platform makes various subsystem’s deployment more faster, and improve system’s efficiency.Heng Yang city’s e-government application platform based on the use of multiple structure of B/S pattern and MVC pattern. This thesis make detailed analysis and comparison of commonly used component model, application server, database management system, accomplished this application platform based on Java EE framework.This papers focuses on key technique of construct this system such as MVC pattern, EJB, database connection, component deployment.To test the rationality and practicability of Heng Yang city’s e-government application platform, the thesis design and implement one of those subsystems as a test sample:The news release system.
