A new batch of undergraduate course colleges and universities such as Ningbo Dahongying University, Zhejiang Shuren University, Wuhan Textile University establish the position of teaching service oriented university in education practice, do sufficient try and explore in the practice of running a school, then achieve initial results in recent years in our country. Compare with the traditional types of University, Teaching service oriented university not only has the basic operation mode of traditional classroom teaching and scientific researches, but also emphasize on the direct docking between the university student educational service and the enterprises and institutions, promote the school enterprise cooperation mode actively, encourage the students do the outside school practice learning in the enterprises and institutions.Based on the analysis of students’ learning difficulties off campus practice, do research on the basic theory of constructivism, individualized learning and related technology, we apply the personal learning technology to the learning platform, summarize the research and design of personalized learning. First, analysis and compare the shortcomings of traditional online learning process, build the personal learning process model off campus practice on the basis of personal learning theory, establish a learning service platform system structure, then discuss the design of the system’s main function module and construction process in detail, finally develop the personal learning system off campus practice by using PHP Technology,MySQL5database,Apache2server and the implementation scheme of B/S model.The innovation of this paper and the key technology:1. Propose personal learning process model off campus practice on the basis of personal learning theory, can reflect the learning dynamic characteristics, and provide learning methods and learning support environment according to the individual characteristics of different students.2. Design a set of evaluation of student learning scheme for different position students by use of the fuzzy control principle on the basis of the students’ cognitive model, which based on the enterprise post learning cognitive skills standards.3. Build the fuzzy interest model by tracking the learning behavior information and application fuzzy control theory, then design new personal recommendation approach, which combines the student learning process and the learning interest, finally provide a new idea and reference for online learning.The results of the study can provide effective, personal, targeted information personal learning services to students in Campus Practice of Teaching Service Oriented University, and do a certain value in theory and application to the online learning system.
