With the national investment in scientific research increased year by year, theprovincial Commodity Inspection Bureau scientific research work has been a greatsupported and enter to a period of rapid development. With the raising of the numbers ofscientific research project, the information researching for effective management hasbecome a prominent issue for CIB at the same time. The contents of CIB daily worksinclude building infrastructure, developing business systems, integration of existingresources, to provide comprehensive services, to support scientific research, improvemanagement efficiency and service levels. In this process, how to use real-time andefficient platform and scientific management methods to improve research managementservices, modernization and standardization of this issue is particularly important.This system is designed to actualize these purposes. The system uses ASP.NET asa development language, SQL Server2005as the database for design and development.Basic features include logging, project show, the results show, have demonstrated,scientific research points inquiries. This paper describes the system design anddevelopment background firstly, analyze the system architecture, and thus divided intovarious modules, including research personnel information management module,management module papers, publications management module, project managementmodule, results-based management module, academic communication managementmodule, patent applications management module. Details of the system’s capabilitiesand functionality of each module design, implementation and system design, etc., aregiven in the system design and database design overall design of the system, the systemimplementation Intro of each function can be achieved and the main code while runninginterface with a map, concluded the development phase and testing phase of theproblems encountered and solutions.The implementation of the system XML-based data exchange module is taken tocomplete the research and sharing of information management systems for dataexchange between data centers during the data-base design. Data dictionary is used toachieve the flexibility of the system to improve the rate of code reuse, reducingmaintenance work late. Through the research and information management system,users can achieve comprehensive and integrated management purposes, thus speeding up the recording of information, access to and dissemination speed, improve scientificresearch and business management personnel and research staff efficiency, for theleadership of the decision-making more scientific basis for enhancing the managementof scientific research units and competitive advantage. Institutions related work ondigital and information technology research and development in other systems have acertain reference value.
