The paper was aimed at the investigation and analysis on commercial buildings energy consumption monitoring and management system. It was also researched that how to build the commercial buildings energy consumption monitoring and management system which based on the Internet of things. The functional requirements, topological structure of the system, software architecture and implementation issues were also explored. The system combined with Zhang jiang High Technology Park’s (the fourth period) demonstration project to apply.With the new technology of the Internet of things and energy management, It was realized that the monitoring application of the Internet of things technology and energy using system. On the structure of the Internet of things, we designed a multi distributed system which based on SOA and discuss the detail technical route for how to realize it. The system software adopted the design of the service oriented architecture, step by step according to the requirement of the software engineering analysis, planning, design, development, and through Zhang jiang High Technology Park’s (the fourth period) project finally completed the implementation of the system, so as to achieve the system generality, and operability, the functions of the scalability.By designing a SOA architecture, we minimized the commercial buildings energy consumption monitoring and management platform and the system software coupling, improved system performance, enhanced system interoperability, reusability, flexibility and scalability. In the future, there would have a good application value and wide market prospect in the field of intelligent building area. In addition, this project was an important scientific research results of Shanghai Urban Construction and Communication Commission, in2012. The design and development process were universal, which had great significance of the implementation and development in the similar project.
