Thermal Power Enterprises’ Emission Right Pricing And Its Application Research

As a developing country, our economic development has achieved great success in the past30years’reform and opening. However, the previous extensive development model lead to excessive consumption of resources and expense of the environment and made disasters caused by pollution occur frequently. Our government has realized the seriousness of this problem and has proposed the sustainable development view and scientific development view. At the same time, the government has participated actively in the UN’s emission reduction plan and has taken actual action to protect environment.Emission reduction of thermal power enterprises in China is an important part of the implementation of emission reduction targets. In order to solve this problem, we do the work from the following three aspects in this paper:First, we propose the emission permits pricing model of thermal power enterprises based on public cost and private cost. The loss caused by pollution was divided into ’public loss’and’private loss’. The public loss is an actual loss but we cannot identify any power plant which causes the loss, and the private loss is an actual loss caused by the specific plants. The public cost is determined through the disaster losses assessment and the private cost is closely related to pollution concentration, pollution diffusion speed, density of population and the level of economic development. Then we can deeply understand the cost structure of pollution, and well analysis the production behavior of electric power enterprise and its emission right trade.Second, the route of technology and management of thermal power enterprises’ emission regulation is researched. The supervision of emission reduction is the key step to achieve the goal. However, it becomes more difficult to supervise the emission reduction of thermal power enterprises because of the diffirence of its plant units. So, we consider taking various technology routes to supervise thermal power enterprises’emission according to its diffirent plant units.Third, we get a further understanding of the emission pricing model of thermal power enterprises mentioned above. At the same time, it shows that the model has a certain practical value. In addition, we study the corresponding routes of technology and management of its emission regulation, according to the specific situations of thermal power enterprises.
