As the development of China’s power industry, the competition mechanism was introduced to achieve enterprise management, making continuously improvement of the management efficiency and business benefits to form a sound mechanism for the development of power industry. In the process, various types of power management mechanisms and organizations have more and more expansion; and the traditional management has exposed much more weakness. With the state-owned enterprises to speed up the process of marketing, the enterprises are facing the market environment, function, management system and operation mechanism changes, which means the senior management of the enterprise must make their concept, behavior, literacy adapt to the market economy rules and enterprise operational mechanism quickly. There are more and more power companies put the cadres and evaluation system of cadre management mechanisms as a priority, breaking the traditional mechanism of selection, assessment, monitoring and incentive, creating a scientific and rational evaluation system for cadre to improve the management efficiency and business benefits.The paper focusd on the intermediate manager’s performance evaluation system of Qinghai power supply company. Firstly, we introduce the intermediate manager’s performance evaluation, then, we design the evaluation system and analyze its necessary as well as the scientificity. Combining the intermediate manager’s quality and ability, job responsibility, outstanding achievement, disciplines and honesty, from four aspects, which are moral attitude, quality, performance and discipline, we using the factor analysis to study whether the intermediate manager’s performance evaluation system of Qinghai power supply company effective or not. In research, we using different methods, such as induction, comprehensive, comparison and antitheses, to study the intermediate manager’s performance evaluation system and prove it through an example of Qinghai power Supply Company. Finally, we figure out a set of management model and evaluation method for the intermediate manager’s performance evaluation in China Power Enterprise, thoroughly solved the problem of simplicity and subjectivity of Qinghai power Supply Company. Company promoted the social status in personnel assessment, which bring about some tangible and potential economic interests, it represents a useful effort not only for Qinghai power Supply Company but also for the same companies in Electric power system.
