In the project management, with the development of the implementation of the project, the efficiency of the usage of the resources such as labor force, equipment, and materials depends on the project plan and actual implementation. The important issues of the modern project management include how to distribute the limited project resources, how to get the efficient utilization, and how to make the project meet the requirement diachronically within budget.Resource leveling is an indispensible research content about the progress control in the project management. Resource leveling aims at reasonably distributing the resources, reducing the cost of project management, increasing the quality standard of the project, and improving the comprehensive benefit of the construction project in the end. In the long-term research process, people’s research on the optimization problem of the resources is mainly based on the mathematical analysis method and heuristic approach etc. There is a kind of project called repetitive project in the field of project construction. Repetitive project refers to the repetitive occurrence of the same work sequence in every stage of the large contruction project in different places, such as highway enginnering, plumbing, tunneling etc. However, at present, the research on the scheduling of the repetitive project is not mature enough at both home and abroad. Especially, the research on the resource leveling is still in the tentative exploration process.According to the above research issues, this paper put forward the method of solving the issue of balancing of resources in the scheduling of the repetitive project using integer programming and particle swarm optimization algorithm (PSO) respectively. The method is simple and effective, it is proper to solve the different problems. The characteristics of the flexible time in the reasonable and flexible using of CPM network improve the efficiency of resource level. It is significantly meaningful to the new concept of resource distribution of the repetitive project. The simplicity and applicability of the two algorithms are illustrated by case analysis. The results from other algorithms are compared in order to explain the advantages of the two algorithms in the aspect of the optimizing result and speed. And it further test and verify the reliability and effectiveness of the issue of resource leveling.
