Beijing Small And Medium-sized Enterprise Fiancing Policy Of The Government To Support Research

Small and medium enterprises (SMEs) in China have already become the mainpower of the national economy after its long development. However, according to theimpact of its inner and outer factors, the bailout in financing changes into the biggest“bottleneck” that restricts SMEs’ development in a long time. The root of financingdifficulties is the market failure. The only effective way to solve this bailout is thegovernment intervening. This passage combines different analytical methods such asdocument summarizing, researching, methods of qualitative and quantitative analysis.In the view of the government, it deeply dugs the problems of the policy financing inBeijing and then puts forward some reasonable advices to help government supportSMEs in a better way.For one, the dissertation defines the object of study and relative theory clearly.Basing on the explicit goals of research, we define the SMEs, financing and policyfinancing after taking the research productions of home and abroad references; thenfind such theories as Information asymmetry, Credit Rationing and GovernmentSupporting to estabalish the basis of this passage.For another, the dissertation describes current affairs and analysis questions. Itdescribes current situation of SMEs in Beijing, the financing difficulties and causes;then puts forward the policy financing to solve these difficulties and analyzesquestions existing in SMEs’ policy financing of Beijing government.Finally, the dissertation establishes evaluation system in the view of government.We base the research on the project elements of government policy financing, confirmindexes of evaluation and build the index system. At the same time, we take arepresentative SME as the research object, adopting the method of fuzzycomprehensive evaluation to prove its feasibility.Furthermore, the dissertation puts forward the advices to improve governmentpolicy financing and SMEs’ financing ability. In allusion to the causes, we putforward reasonable advices in five aspects to provide reference for government basing on the foundation of evaluation system. In addition, the paper puts forward someadvices to strengthen SMEs’ financing management, improving the structure of SMEs’management in aspect to reach the goal of improving policy financing ability ofSMEs.
