The city is a symbol of modern civilization. Economic development and social progress arenot only reflected in the increase in the number of cities, more importantly, are the improvementof the cities’ quality. Many factors influencing the process of urbanization and urbandevelopment are inseparable from the people’s role. Today, urban and human capital has beenextensively studied. The practice of the developed countries and the new industrial countries alsoprovide worth learning experiences. Beijing, Tianjin and Hebei, as urban agglomerations of ahigh degree of modernization in northern China, can enhance the regional comprehensivestrength and overall competitiveness relying on the development of human capital accumulation.This paper, on the basis of urbanization and urban development theories, has furtherimproved the connotation of urban evolution. In this paper, a comprehensive evaluation indexsystem has been used to measure the level of human capital, and this method is applied toquantify urban evolution. Furthermore, this paper carries out correlation analysis, regressionanalysis, Granger causality test and impulse response analysis on the interaction of urbanevolution and human capital. The results show that the urban evolution upgrading process is notcoordinated in the three major regions, and the level of human capital and the level of urbanevolution not match. However, based on historical data, there is function relationship betweenurban evolution and human capital. Moreover, there is a mutual influence between changes in thelevel of the urban evolution and the level of human capital.Thus, this paper proposes policy recommendations relying on human capital to promoteurban evolution: establish a coordination mechanism within the region, to promote moderateconcentration of human capital; promote the flow of human capital from central urban to thesurrounding; increase its infrastructure efforts to improve functions of the carrier; focus on theconstruction of urban environment and the optimization of human capital allocation.
