For both the developed and developing countries, small and medium enterprises as the most active factor in the national economic system, has a very important role. Financing difficulties of small and medium enterprises has been a worldwide problem, and has been the primary factor restricting the development of small and medium enterprises. In China, especially in Zhejiang Province, where the private economy developed and small and medium enterprises gathered, the financing issue of small and medium enterprises is particularly prominent. In China indirect financing channels of banks are the most important exogenous financing channels for small and medium enterprises. As large state-owned commercial banks are the main body of the banking sector, it’s very important to study the financing issues of small and medium enterprises in large state-owned commercial banks. This article made a theoretical analysis of the financing issues of small and medium enterprises in large state-owned commercial banks, expounding from risk management, loan costs, and comprehensive services, found new understanding on the information asymmetry problem in providing financing service to small and medium enterprises. This article uses Zhejiang Branch of Industrial and Commercial Bank of China as an example to discuss the specific practices of large state-owned commercial banks to support small and medium enterprises in detail, and make further comparative analysis of the advantages and disadvantages of large state-owned commercial banks and small and medium-sized banks in providing financing services to small and medium enterprises. This article uses the loan data of small enterprises of one financing product in ICBC Zhejiang Branch for samples to explore the factors affecting the financing capacity of small and medium enterprises, and finally put forward the policy recommendations of the large state-owned commercial banks.
