The quality of population is a solid foundation of the development of the economy, and it has crucial connection with the continuation of social stability and civilization. Firstly, this paper constructs a set of comprehensive evaluation index system about the quality of population based on connotation and denotation of the quality of the population which including the physical quality, cultural quality, laboring skills quality, ideological and moral quality. From the horizontal and vertical direction, it based on the principal component analysis method and analytic hierarchy process (AHP) to explore the levels of total and average effect of the quality of population change including Zhejiang province and11cities. And we take hierarchical cluster to research the comprehensive evaluation results of11cities in Zhejiang province.Then we study the relationship between elements of quality of the population and economic development variables with canonical correlation analysis. The results of analysis show that there is a strong correlation between them, especially the physical quality and cultural quality. Further we introduce the Cobb-Douglas production function model to research the quality of population contribution to economic development. In this model, we use the quality of the population instead of human capital investment to build an econometric model with regression estimate. Finally, based on the panel data of2000to2010population quality and its subsystems, we analysis the role of population quality to the economic development.In summary, considering the analysis conclusion above, we put forward corresponding policy recommendation.
