With improvement of the national power comprehensively, the service for information of science and technology China has also been making great progress. More and more, the service for information of science and technology of sports (ISTS) has been playing as a critical role for development of sports, and in many provinces, websites specialized for sports information have been established in recent several years. Shandong Province, as a Giant Province of Sports in China, research and development in sports area has been growing dramatically, and as a result, there has been a great developing trend for information, volume-wisely and quantity-wisely, related to research and development in sports area. However, because there is no convenient, express approach and platform to publish ISTS, the resources of ISTS are scattered, not accessible, or monopolized by certain organizations. According to these problems, my research propose a theory system of constructing network and service platform for ISTS for Shandong Province, based on experiences of other ISTS websites nationally. Comprehensively, this theory system has studied the technologies of network components, collecting and processing information, advocating website publicly; this theory system has been helping construct the service platform for Shandong ISTS network/website. Specifically, it features as the following,(1) The technology to construct the website dynamically. A dynamic website technology, which is Microsoft’s ASP, is used for website’s infrastructure, and data presentation. It also helps implement interaction between clients and servers. At same time, it decreased workload of website’s development dramatically. Consequently, the website itself gets much easier to maintain.(2) Resource management for a website. Based on the situations of the resources to obtain information, the resources of information has be designed and organized. Microsoft’s Access Database technology is used to design and implement Database System for the website. (3) Data collection and process. From practices, there are four main steps, collecting data, filter data, normalizing data, and serializing data, to make data well organized as a system.(4) The layout and design of web pages. Following web2.0protocols, according to requirements of the website, content of the website is categorized into two levels. A logic layer implemented by programming is used to control data process and transition. This decreases workload of website construction, and optimizes access speed from clients to the website.(5) Management of website security. Considering potential security issues from operating system, web server, database system, comprehensive strategies and approaches are specified to guarantee website’s security.(6) Promotion of the website and extension of its applications. Comparing with other sibling websites nationally, many problems are exposed for existing website. From these, a new theory and strategy is proposed how to promote, advocate the website, and how to make the website extensible. This has been considered as pilot recommendation for website’s sustainable development in the future.
