The management mode widely applied in thermal power enterprises has fallen behind in the current competitive mechanism. In order to gain the competitive advantage, using full ranges of cost control measure is essential for thermal power enterprises. The object of this research is non-pit thermal power enterprises, which account for a larger proportion of thermal power enterprises. The difference between pit and non-pit thermal power enterprises is the way of fuel supply. The fuel which non-pit thermal power enterprises need has to be transported far away. It is the cost of fuel transportation that adds management pressure of these non-pit thermal power enterprises. Currently, research on cost control are mainly focus on the influence of some specific aspects, such as supply chain management, environmental costs, fuel costs. Research on full ranges of value chain for thermal power enterprises is not common. Most of the researches do not combine with realistic cases. Based on foreign and domestic scholars’value chain theory, cost control theory and value chain analysis theory, this essay built three angle analysis of enterprises value chain model(internal, horizontal, vertical)for non-pit thermal power enterprises. Meanwhile, this essay selects a typical non-pit thermal power enterprise to verify the value chain model, and has got good results. Based on value chain model and the enterprise’s management, it is much easier to distinguish efficient and inefficient task and then improve those tasks.This essay put forward specific measures to improve the efficiency of cost control in four areas:improving coal operations chain; improving equipment maintenance and repair efficiency; strengthening human resources management; improving procurement inventory management. It has high reference value for thermal power enterprises.
