Research On Operation Of The New-type Rural Social Pension Insurance System

2011July, the new-Type rural social pension insurance system ispromoted in Yongqing County of Hebei Province. The system is called "thenew farmer’s insurance", it is another major benefit of agricultural policiesto solve the aged problems. It takes the personal contribution, collectiveallowance and government subsidies as financing mechanism, the pensiontreatment consists of the basic pension and individual account pension.Compared to "the old farmer’s insurance", it takes on the unique superiority,and it is popular in the Yongqing County People.The paper is being based on the local research facts and relatedstatistics, studying the operating of the new-Type rural social pensioninsurance system in Yongqing, there are still some problems, such as thelow level of pension entitlements, subsidies limited, difficulty inmaintaining and increasing the value of the pension fund, the low level ofmanagement services, and difficult to connect with other systems. Theseproblems affect the actual results of the system in Yongqing, and affect thefuture of it’s development.In view of the existing problems, the paper put forward somesuggestions for it, including increasing the pension security level, establisha fund management system, improve the ability and professional quality ofthe agencies. Besides, the social work will be used in the aged problems.
