The Upgrading Of Local Industrial Clusters Under Dual Core Enterprise

With the development of economy and the intensifying of competition, industrialclusters with their unique advantage have become the new chip of winning theinternational competition. However, in the process of development, some localindustrial clusters met upgrade ‘bottleneck’, or even a recession or die. In essence,this phenomenon is due to lacking of innovation. Innovation, the most importantdriving force, plays an important role in the upgrading process. But in actualindustrial clusters are often easy to fall into the dilemma of collective innovation. Theconflict between the power of collective innovation and the spillover of innovationbenefits causes the dilemma. Through constructing a game model, it is found that thecore enterprise leading local industrial cluster can effectively resolve the formercontradiction, then help industrial cluster go out of the collective innovation invalidpredicament.The theory of regional innovation network and the theory of global value chain(GVC) are two main theories about industrial cluster, they explain the upgradingpower and the development path of industrial cluster. However, the two theories stillhave two great defects, firstly, they ignored the microcosmic foundation of theupgrading of industrial cluster. Industrial cluster is composed of the micro enterprises,thus it must put the enterprises, especially the core enterprises as the research startingpoint. Our research is based on the cluster core enterprises, which is made up of thetwo former theoretical defects.Secondly, there is lack of a good balance mechanism between the theory ofregional innovation network and the theory of global value. Due to this defect, thelocal industry clusters easily fall into ‘network trap’ and ‘globalization trap’. Puttingthe cluster core enterprises as the breakthrough point, we build a conceptual modelof the microscopic mechanism of the local industry clusters upgrading, and furtherexplore the operation mechanism of the local industry clusters upgrading, includingthe micro-fluctuation mechanism, the chaotic mechanism and the huge fluctuationmechanism.In the former logic framework, we detailed analysis the approach and mechanismof local industry clusters upgrading under the dual of the core enterprise. Firstly, werespectively study the networks governance and GVC governance, then on this basisput forward the integration of the two ideas: knowledge transfer, especially the tacitknowledge transfer, between the network governance and GVC governance. The core enterprise plays an important role in the upgrading of local industrialclusters, so we should cultivate the cluster core enterprises through providing a goodenvironment.In general, only to seize the micro enterprises in the industry clusters, especiallythe core enterprise, can we break the dilemma of the recession and the demise ofclusters, reverse the collective innovation invalid situation.
