Potential Analysis And The Government Behavior Research On Link The Increase With Decrease In Land Used For Urban And Rural Construction In Wuhan Metropolitan Area

In2007, the Wuhan metropolitan area was approved to be the "two-oriented society" build comprehensive reform pilot area which brought to a new height for the development of metropolitan area. However, a huge contradiction has been aroused between the growing demand for land and scarce land resources with the acceleration of industrialization and urbanization. It becomes a most important issue that how to excavate the potential land in order to solve the unreasonable structure of land resources use and the low use efficiency, achieving the dual task of developing economy and protecting environment.According to the relevant requirements in the local area, the metropolitan area link work start a pilot and are lack of unified planning and potential analysis of the overall metropolitan area link work. Therefore, predicting the potential link of metropolitan area provides a important reference for inter-regional resources use and suitable link pattern for regional development. Analysis on government coordination has important practical significance on explicating government function and establishing the mechanisms of collaboration.This paper takes Wuhan metropolitan area as an example. Firstly, reviewing the expansion of urban construction land, rural residential land arrangement and the theory of metropolitan area home and abroad. Secondly, analyze of natural economic conditions, the land use structure and population data of1996to2010in Wuhan metropolitan area. The method used in this paper is the per capita index; it predicts the potential need and supply of the linkage of the increase of urban construction land and the decrease of rural residential land in planning target year. We work out the supply rate and put forward the high, medium and low link scheme. The conclusion of the study: metropolitan area carry out the basic conditions of link word has many differences since the constraints of natural factors and economic development. In general, the Wuhan metropolitan area link work has huge potential at low level standard. Finally, this paper analyzes influence factors of link work and the mechanism of government misconduct in the perspective of Game Theory. Find out the problem of hinder the metropolitan area link policy implement, and put forward countermeasure to promote link work in Wuhan metropolitan area. Meanwhile, it provides us a solution to position functions and strategic choices of the local government to promote the land use structure optimization and economic development.
