Study On Financial Support For Green Logisitics Of Agricultural Products

Green logistics of agricultural products is new profit growth point of construction oflow carbon economy in the21st century and sustainable development of national economy.The development of green logistics of agricultural products is related to the increase ofpeasants’ income and development of rural economic. However, due to lack of historicalaccumulation, green logistics of agricultural products suffered an obstacle of capital shortage.According to Financial Functions Paradigms, financial support for green logistics ofagricultural products mainly contains financial support and risk management. At present,green logistics of agricultural products is in a serious shortage of financial supply andimperfect risk management system, which inhibits the deepening and development of greenlogistics of agricultural products.Since material bank had been put forward by Chen Huai, study on the theory andpractice of logistics finance in China develops by strides. At present, research on financialsupport for green logistics of agricultural product focus on operational mode design, mainlyinvolving banks, logistics companies and so on, which is lack of building the framework offinancial support from the macroscopic angle. Study on risk of green logistics finance ofagricultural products focus on evaluation system, not effective innovation measures of riskmanagement. This paper will discuss the two above aspects, trying to build the wholeframework of financial support for green logistics of agricultural products, optimize thefinancial support system, innovate risk management mode, and improve the risk management.First of all, this paper expounds concept, characteristics and development at homeand abroad of green logistics of agricultural products. There is a big gap between China anddeveloped countries on the development of green logistics of agricultural product. Greenlogistics of agricultural products will have a huge negative externality. It needs strongfinancial support to develop resource-economical and environment-friendly logistics industry.Then, expound the present situation of the financial support for green logistics of agriculturalproducts from the two aspects of demand and supply. Make empirical research on relationbetween loans of financial institutions and green logistics of agricultural products byCointegration test and Granger Causality test. Analyze financial demand and supply problemsthat exist in process of green logistic of agricultural products. To realize harmonious development of green logistics of agricultural products in each subject, solve financing gap,financing and risk management function needs integration to meet financial needs of theparties.Therefore, from perspective of macro and micro, this article proposes constructionof green logistics financial support frame that is extended coverage and diversified service.Based on the design thought of two kinds of financial demand subjects and supply subjects,financial institutions, capital market, government department and insurance institutionsperform their own functions and realize functional complementation, multi-level anddiversified financing support. At the same time, in order to resolve and supervise risks moreeffectively, put forward to implanting the insurance risk management function into thefinancing function, innovate "bank-insurance cooperation" support mechanism and mainlyprobe into three modes of combination of banking and insurance. Based on this, proposerelevant policy suggestions, such as transformation of government financial support structure,strengthening support of laws and regulations, and actively promoting thebank-insurance-government interaction, and perfecting guarantee system.
