Sustainable development is a way tomature in the1990s, the contradictory of people closely connected with ecologicalenvironment, many of them question proposes the solution of the direction. In order toachieve sustainable development, the human use of natural resources and consumer wasteproduction must be within the scope of the regional ecological carrying capacity can hold. Weare not conducive to protecting the environment decision in order to their own interests willdamage the environment capacity.And played the impediments to the development of futuregenerations. Canadian scholar William and his students Wackernagle ecological footprintindex method is proposed, the method to measure human utilization degree of naturalresources,by transformation of regional human resources and energy consumption for theproduction and consumption needs all kinds of ecological productive land area to express,comparing with the area of ecological carrying capacity, determine the sustainability of theregion.Ecological footprint method has been introduced in this paper, calculation and analysisof the kulun flag in2001~2005of ecological footprint and ecological carrying capacityprediction analyzed2020Kulun flag sustainable, flag of Kulun’s future development putforward the countermeasures and solutions.Results show that the coulomb flag values change in ecological footprint is280559.89hm~2-381378.82hm~2, among them2005maximum total ecological footprint,ecological footprint in2002is minimal.Ecological bearing capacity value variation is569778.7hm~2-588776.75hm~2, the maximum total ecological capacity in2001,2004minimumtotal ecological bearing capacity.Ecological surplus value variable is191215.2hm~2-305971.06hm~2, minimum appeared in2005, the maximum appeared in2001,the ecological bearing capacity decline trend。0.078hm~2in2020ecological deficit andecological deficit appears the trend of growth.
