The traditional economic mode of China makes not only rapidly development of economy and GDP, but also highly resource consumption and greatly environment damage. Resource shortages and environmental pollution has become a bottleneck restricting the economic development of China. As a core part of the recycling economy, the venous industry is an effective way to solve the conflicts of resources and environment, and to promote the sustainable development of the society. Because the venous industry uses waste resources as raw material, such companies, both market and public, make contribution to environmental protection and resource conservation in the pursuit of their own development, which determines that the goal of internal control of the venous industry includes not only five major objectives covering traditional economic sectors, also pay more attention to the pursuit of environmental and social benefits. Then it makes requirements for internal control evaluation of such companies. As a current guiding, Enterprise Internal Control Standards and its supporting guidelines do not meet the special requirements of the internal control evaluation of such companies obviously, causing the internal control evaluation of venous industrial companies unsystematic. Therefore, it is urgent to design a set of evaluation and improvement framework in line with the venous industry internal control characteristics and guide the practice of evaluation and improvement.In view of that, this paper designs the internal control evaluation and improvement framework for the venous industrial companies, using the objective realization degree as a start and control objectives three-dimensional decomposition as the basis. With the combination research method of specification research and case studies, qualitative analysis and quantitative analysis, this paper develops an in-depth research on evaluation and improvement framework design for the venous industry internal control on the basis of its characteristics, synthetically based on control theory, risk theory, life cycle theory, and quality management theory and so on. The aim is to meet the unique needs of the internal control evaluation of the venous industry, making the goal of the strategic objectives of such companies, the environmental and social benefits come true. In this dissertation, the basic concept of the venous industry is firstly analyzed along with its industrial characteristics on following levels such as, natural monopoly, environmental risks, policy dependence and performance evaluation, and then the particularity of the internal control which determined by mentioned characteristics is summed in venous industry. After analyzing, the goals of internal control covering three dimensions of economic, environmental as well as social are of diversity and hierarchy and are strongly relied on legal compliance objectives within the target system. On the key aspects of control, venous industry which compress labor and technic is of high environmentally risks and lays emphasis on the control of environmental risks, personnel quality and technology in business processes. In this essay, due to the above-mentioned particularity, the goals and elements of control are decomposed. Therefore, a three-dimensional, dynamic evaluation and improvement framework which is targeted on control elements and based on decomposed objectives is constructed about venous industry enterprises. Moreover, the’difference cordon’as evaluation criteria and improvement benchmark is innovatively proposed so as to lower the risk of the selection of evaluation criteria. In light of the design philosophy of evaluation and improvement framework within industry, it is applied to the chosen industry leader-XTD Environment Services Group. Thus, given the life cycle stage which XTD Group lays, management focuses and the evaluation requirements, a three-stage evaluation and improvement program, precisely Preparation-Evaluation-Improvement, is presented to provide a reference on the internal control practice.
