Public health units as an important part of our health career, on the one hand, bear the task of prevention, control and treatment of major diseases (especially infectious diseases), on the other hand, have to play to their professional and technical advantage in order to provide services for the rising health needs of people.Although taking into account the dual nature of the administrative and service, but its social welfare can not be changed, so these units are mostly full allocation of financial units, its procurement belongs to the scope of government procurement. From the current practice, government procurement of public health units has made gratifying achievements, such as reducing the purchase price of medical equipment and standardizing medical equipment supply market. In practice, however, government procurement of public health units has a lot of problems, these problems mainly exist in the area of internal control.The internal control environment of public health units government procurement is weak, and public resources is always in the inefficient use of state.
