Being an inevitable product when the rural economy develops to a certain stage, China’s rural land circulation started in1980s; along with the development of the rural economy and the accelerated process of urbanization and industrialization, agricultural land circulation has been increasingly common. However, due to such factors as the institutional change lag, appreciation of land value and property defects, increasing conflicts triggered by agricultural land circulation have become one of the most outstanding issues having impact on social stability and economic development. During the conflict process of agricultural land circulation, because of their difference in value and profit orientation, each stakeholder will take any kind of means to achieve their purpose, without any intention to face the conflicts and to solve them with appropriate solutions, thus casualties and property losses occasionally take place. Meanwhile, the conflicts lead to anther series of problem:a lot of human and material resources are put into coping with the conflicts between the two parties, so the circulated land are not fully used, neither the farmland being cultivated nor the project being constructed; distrust between farmers and the farmers, the village committees, and the government increases; the social order is thus severely damaged.But conflict governance by many local governments is ineffective and inefficient. Besides, they don’t dare to face the conflict, in order to protect their achievements, they conceal the conflicting information, and deliberately avoid the media and academics’investigation of the conflicts. This lead to all parties of the society unable to obtain accurate information, and then propose effective conflict governance recommendations; instead, the conflict intensifies. Under such context, this paper has adopted empirical research method and case analysis by combining with the social conflict theory and governance theory, and based on the land acquisition conflict in Fangchenggang, analyzed the types, process, reasons of conflicts in the process of land acquisition in this city. Finally, the author gives policy suggestions on agricultural land circulation conflict governance according to the existing problems, also put forward targeted measures to such aspects as the governance subject, the institutional arrangements, the governance means, and the governance mechanism of the agricultural land circulation conflicts, which are expected to play a certain role in promoting effective agricultural land circulation, easing and solving such problems as agriculture land circulation conflict.
