In the era of knowledge economy and globalization, the key factor of competition among enterprises is talent. How to attracting, retaining and inspiring talent are focusing factors. The well-designed and feasible salary-wellbeing system is necessary to human resource management. Annuity system provides ’deferred payment salary’ and is the key to reach company’s human resource management strategic goal. Annuity system has the advantages of attracting and retaining talent, and has superiority in the talent competition.This paper tries to analysis the problems and countermeasures on producing inspiring effect of M Engineering Corporation (MEC) annuity system. Firstly, the conception and basic theory of annuity, and related theories of inspiring are introduced and incentive effects of annuity are discussed. Then the paper researches the relationship between the enterprise annuity and future revenue though analysis enterprise annuity replacement rate and the main factors that affects annuity replacement rate. Secondly, taking MEC as an example, the paper introduces it’s current situation and annuity system, then puts emphasis on analysis the inspiring effects and problems of annuity system on the incentive to both company and staff. Then the paper draws some conclusions that restricting MEC’s inspiring effects:annuity replacement rate is low, the design goal is too simple, the inspiring contribution system is not perfect. Finally, the optimal design and suggestions are put out for MEC.
